01 — Background

Background

Scayl imports and supports commercial packing machinery manufactured in China and supplies it to UK customers. Scayl requires an engineering partner on the ground in China to take technical ownership of these machines: to verify and test each line before it ships, capture the factory's build knowledge, close the critical issues that cannot be corrected once the machine has sailed, and convert all of it into a complete English technical pack for the UK team.

This proposal covers the first machine: a hot-fill soup pouch filling and packing line, currently in final build at a factory in Zhongshan, Guangdong, and due to ship to the UK by sea. Scayl has asked us to treat this first line as the starting point for a longer engineering relationship.

02 — Requirement

Our Understanding of the Requirement

The work has three linked outcomes:

  • Before shipment. Independently inspect and test the complete line at the factory, take structured training from the engineers who built it, identify the UK compliance and engineering gaps, and prevent shipment while critical issues remain open.
  • During transit. Produce the as-built English documentation, drawings, manuals, compliance evidence and UK-engineer handover pack while the machine is at sea, so the voyage is used to close out the paperwork rather than to defer factory work.
  • On arrival. Enable a competent UK engineer who has never seen the machine to unload, position, connect, commission and diagnose it using the pack.
03 — Approach & Deliverables

Approach and Deliverables

Stage 1: Pre-shipment factory engineering review and Factory Acceptance Test (on site, Zhongshan)

  • Named accountable lead. Sourya Ghosh, Head of R&D, who has an aerospace engineering background, is the accountable project technical lead for the assignment, supported by a bilingual C2W engineer attending the factory.
  • A pre-visit gap list and factory information request, issued within 2 working days of confirmation.
  • A Factory Acceptance Test protocol, agreed with Scayl before attendance.
  • 3 to 5 days at the factory: inspect the complete assembled line, and witness and test dry cycling, real-product running on the actual hot soup and both pouch formats, safety-function and electrical checks, cleaning and changeover, and a sustained production run.
  • Structured training captured from the factory's mechanical, electrical and controls engineers, recorded for the documentation phase.
  • Full as-built evidence capture: nameplates, serial numbers, settings, HMI screens, software backups where released, drawings and photographs.
  • Every issue identified and graded RED (must be resolved before shipment) or AMBER (can be closed by controlled documentation in transit).
  • A same-day alert on any red issue, a factory inspection and condition report within 24 hours of leaving the factory, and a clear recommendation: release, conditional release, or do not release.

Stage 2: UK technical documentation and compliance assessment pack (during transit)

  • UK-English operator, engineering and service, cleaning and hygiene, and alarm and troubleshooting manuals, written for this actual line, not a set of generic OEM manuals.
  • As-built general arrangement, installation layout, and pneumatic and product-flow drawings, recreated in clear English.
  • Electrical documentation. Where the factory releases native editable files, we translate, correct and issue them as controlled English drawings. Where the factory will not release them, we deliver verified, marked-up and translated factory electrical drawings. A full redraw of the electrical schematics from scratch, if you require it, is a priced extra we would scope with you.
  • A component BOM and critical-spares list.
  • A software, parameter and recipe backup register.
  • A directional UK compliance gap assessment and evidence schedule against the applicable GB requirements, a structured machinery risk assessment and safety-function register, and a technical-file index, prepared to support the competent person you appoint for formal conformity.
  • One online technical handover session to Scayl's UK engineering team before arrival.

Stage 3 (optional): UK arrival and commissioning support

  • Remote engineering support during unloading, installation and commissioning, and a final as-installed revision of the pack. Scoped and quoted separately nearer arrival.

A single outcome fee for Stage 1 and Stage 2, from the pre-shipment factory review through to delivery of the complete UK engineering and technical handover pack.

This is a single figure for the delivered outcome: a tested machine cleared for shipment and a complete English pack your UK engineers can install and commission from. It is not billed as day rates.

06 — Assumptions

Assumptions

This proposal assumes the following, all of which are normal for a factory attendance of this kind. Where any is not met, we will flag it to you and agree how to proceed.

  • The factory makes the complete assembled machine available for a minimum of 3 to 5 working days within the shipment window.
  • The factory's mechanical, electrical and controls engineers are available for training and questions across the visit.
  • The actual product, or a representative product, and both pouch formats are available for testing.
  • The factory permits photography and video of the line, panels and screens.
  • The factory provides access to PLC, HMI and software backups where these exist.
  • Attendance dates can be secured with the factory in time to complete the physical work before shipment.
07 — Exclusions

Exclusions

The following are funded directly by Scayl or are not included in the fee:

  • Travel and accommodation for the factory visit, billed at cost.
  • Any rectification or rework at the factory. This is a matter between Scayl and its supplier. We identify, evidence and recommend.
  • Formal certification, notified-body testing, and signing of the Declaration of Conformity.
  • Formal food-safety or HACCP validation.
  • Physical modification work on the machine.
  • Stage 3 UK arrival support, which is optional and scoped separately.
08 — Safeguards

Safeguards and Clarifications

The shipment decision
We inspect, test, evidence and recommend. The authority to hold the machine and require rework sits with you and your supplier. We will flag every red issue to you immediately and support its closure.
Compliance
We assess the line against the applicable GB requirements, identify the gaps, and assemble the evidence schedule to support your conformity process. We do not act as the legal manufacturer or authorised representative and do not sign the Declaration of Conformity. Where a formal mark is required, we recommend you appoint a UK competent person, and our evidence pack is built to support that appointment.
Food safety
Our hygienic review is an engineering assessment against recognised hygienic-design principles. Formal food-safety and HACCP validation sits with you as the party placing the line into service.
Source files
As-built documentation is recreated in English from the evidence captured on site. We will press the factory for native editable drawing and software files but cannot guarantee they release them.
Insurance and liability
As a China-based engineering and manufacturing operation, Shield Works carries operational insurance within China covering employee accident, site public liability and property. Product liability and destination-market compliance sit with the brand owner and importer, which is Scayl. Our liability under this engagement is limited to the fees paid.
Timing
We mobilise immediately on acceptance to meet the shipment window. Attendance dates are subject to factory readiness and confirmation of access.
Confidentiality
The end-customer identity is excluded from every output, file name and image, in line with your brief.
